// The baccalaureate student has the right to change his course to another track after completing the first three grades
// We seek to develop the use of tablets in baccalaureate high school

// There is no academic year in the baccalaureate system, but rather subjects that the student studies

The proposal of Mohamed Abdel Latif, Minister of Education and Technical Education, to implement the Egyptian baccalaureate system, “an alternative to high school,” at the beginning of the next academic year 2025/2026 AD, raised many questions among parents and students, and even all those interested in the educational process, about the goal of implementing The Egyptian baccalaureate system, how to study in it, and the examination systems in it. Rather, everyone wondered about the rules for entering the second round, when the student will pay the fees for retaking the exams, and the validity period of the certificate. The new Egyptian baccalaureate, as well as the fate of the tablet in the baccalaureate secondary school… Many questions were posed by the evening news to Dr. Ayman Bahaa El-Din Al-Bassal, Deputy Minister of Education, who answered them in his first interview, about the Egyptian baccalaureate system proposed by the Ministry of Education… in The following lines:

1/ Beginning.. What is the goal behind the Ministry of Education’s proposal to implement the Egyptian Baccalaureate system starting from the next academic year?

* The current proposed system aims to basically eliminate the horror of high school, because the problem of high school now is considered a very big problem. Firstly, because it is the only opportunity to sit for the exam, and as it is said, whether you pass or you fail, secondly, the path will be very rigid. Because the student determines the major he wants to join as a literary or scientific branch, and therefore there is no flexibility of any kind in this matter, and the student cannot change his branch or course after completing high school. Students will be surprised after they graduate from high school that they do not want this path, especially since we are talking about students who are 15 years old, that is, young people who cannot change their lives. Therefore, a high school student cannot change his path after finishing the third year of secondary school… In addition to that, the burden of subjects. The study that the student is studying in high school. Based on all this, the Ministry began seriously seeking to solve these problems. We first began the process of dividing the high school subjects into two years, meaning that The subjects that the student will study in the second year are different from the subjects that he will study in the third year of secondary school, and not as was the case in the past. The student studies 7 complete subjects in the second year, and takes an exam in them, then repeats the study in the third year with 7 other subjects and is examined in them, and the student gets a Cumulative grades, but in the Egyptian baccalaureate system we divided the subjects into two years, as happens in many high school systems around the world, in addition to multiple attempts to take the exam in the subject, so that If, God forbid, the student does not succeed in the exam, he will have another opportunity to take the exam, as happens in international systems, with clear conditions and instructions being set.
Also among the reasons for the proposed baccalaureate system is changing the track. For example, a student entered a track and suddenly discovered that it was not suitable for him, especially since there are many students who, after studying in the science department, found themselves in need of studying computer science, or programming. They find themselves facing a problem in completing this track in Egyptian universities, but in the new Egyptian baccalaureate system, the student, after completing the track he chooses, can change his course and study another year. In high school, they study the two subjects that qualify for their new track, and thus the student can prepare himself for another type of study. This leads us to the fact that high school has become a matter of life and death for me, especially since the Egyptian baccalaureate system provides multiple tracks and multiple opportunities for the student to take the exam, as well as Dividing high school subjects in a way that reduces the burden of studying and the burden on the student, and this will make the student focus on studying a small number of subjects, 3 or 4 subjects, depending on the division, and the student can He takes his time and opportunity and enters more than one track, especially since there are 4 tracks, (Medicine and Life Sciences, Engineering and Computer Science, Business and Arts and Literature)… In the past, literature was one track and everyone studied the same subjects, but we said no, to students who go in the direction In economics, commerce, and bachelor’s, they need to study mathematics and statistics more, and this is the general proposal for the Egyptian baccalaureate system proposed by the ministry.

2/ How did the idea of the Egyptian baccalaureate crystallize? Who came up with it? Or is it a product of the projects of previous education ministers?

* Since we first started working in the Ministry of Education, there have been many previous studies to develop the high school system. This is not new, but it has previously been studied between the Ministries of Education and Higher Education. Of course, high school is not a decision of the Ministry of Education alone, but rather in conjunction with the Council. The highest priority for universities and the Ministry of Higher Education, who are undertaking the process of placing students in the various tracks of higher education colleges… We must draw everyone’s attention to something very important, which is that higher education in Egypt has changed greatly in the past 7 years, as we now have New and different types of higher education. There have become new colleges that did not exist previously, new specializations that have appeared that did not exist in the past, and new paths that did not exist in the past, such as technological universities. Therefore, it is not permissible for me to stand according to the old system and not keep pace with the development that is taking place.. This is what we say. He had been studying for a long time, and if we remember when we restructured the high school system that was implemented this year, and we canceled subjects and took subjects outside the total…etc., then all of this It was a transitional phase between the current situation and the previous situation…and of course we are committed to the law that it must be one year, one opportunity…etc., but after we took our time to study, we decided to submit the Egyptian Baccalaureate proposal, and we actually submitted it to the government, and it was discussed. By petitioning within the Council of Ministers meeting, and as the Council of Ministers decided to present it within the ministerial group for discussion, and to present it to community dialogue and the House of Representatives, because the matter needs to change the law after Approving it, this is not just a decision that the Ministry of Education will take and implement individually.

3/ How long is the new Egyptian baccalaureate certificate valid for?

* This is a decision of higher education in one way or another. It was not discussed in the discussion, but it will remain as is the case now. In the current situation, the validity period of the high school certificate is two years, so that the student can apply to enroll in higher education in the year in which he graduates, or the year The next one.
4/ When does an Egyptian Baccalaureate student have the right to change his course to another track?

* The student has the right to change his track after completing the third year of secondary school in accordance with the baccalaureate system, to study another year, which is considered his fourth year, in which he studies two subjects in the other track. Therefore, the student must first study the three grades of secondary school according to the track he chose first, and then if he wishes to change the track, he can After completing the third year of secondary school exams, he must change his course, because the first year of baccalaureate secondary school is considered a year common to all tracks, provided that the student begins to specialize and choose his track initially. From the second year of secondary school, he continues studying the track in the third year of secondary school. Therefore, if the student desires his track, he will begin studying the subjects of the new track that he did not obtain in an additional year. Here, the student did not repeat the third year of secondary school, but he will study the subjects of the new track that he did not study.

5/ How many subjects does a baccalaureate high school student study?

* The student studies 4 subjects in the second year of secondary school, and 3 subjects in the third year of secondary school, and these subjects are the ones that will be included in the total of the Egyptian Baccalaureate certificate.

6/ Does this mean that the baccalaureate degree will be counted over two years?

* The baccalaureate degree is calculated on 7 subjects, with a total of 700 marks. The student will study 4 subjects in the second year of secondary school for 400 marks, and 3 subjects in the more specialized third year of secondary school for 300 marks. In the end, the certificate will have a total of 700 marks.

7/ What is the fate of the tablet in the Egyptian Baccalaureate High School?

* The tablet is available and there is no problem with it, especially since the tablet is a very important tool for technological development, and we are in the process of thinking about developing its use so that it can be used more, especially since we now have a programming subject that will be taught to all students in the first year of secondary school, specializing in programming in the engineering and computer sciences majors. The tablet will be essential.

8/ What about the improvement system in baccalaureate secondary school? Will it allow the student who obtained 50% to retake the exam to obtain a higher score to enroll in the college he desires?

* If a second-year secondary school student fails any of the subjects, he has the right to retake the exam for a fee of 500 pounds, in any of the sessions after that. Like any system in the world, there are fees for taking the exam, so the exam is the first time. If you want to take the subject exam again, pay the fees.

9/ What is the fate of a student who fails one or two subjects in the baccalaureate secondary school classes? Does he have the right to enter a second round or will he have to pay fees to retake the exam?

* If a first-year secondary school student fails one or two subjects, he has the right to enter the second round, as is the current situation in the secondary school system. As for the second and third grades, it is not just a second round for those who fail, but the student can also retake the exam in any subject he failed. In exchange for paying the prescribed fees according to the proposed proposal, and in the end it is still a proposal within the framework of the discussion.
10/ When does a student repeat the school year exams in the second and third years of secondary school?

We do not have an academic year, but according to the proposal of the baccalaureate system, it consists of subjects. The second-year secondary school student studies 4 subjects, and the third-year student studies 3 subjects. In the event that the second-year secondary school student takes the 4-subject exam, and fails in two subjects, he has the right to enter the round. The second, or going up to the third year of secondary school, studying the 3 most specialized subjects in the third year, and the two subjects that he failed or failed, and in this case all 5 are examined. Subjects for the third year of secondary school.
